that no adequate steps were taken to ascertain his qualifications. Subject to the foregoing Memorandum, I desire to state that he knows nothing as to the manner in which the people were examined; he was examined by Dr. Lyon, who was apparently satisfied with Dr. Lyon's assurance that he would do so conscientiously. Dr. Lyon paid no regard to the Doctor; nobody except Lee Tak Cheong would appear to have taken any steps in the matter or to have known anything of him, and Lee Tak Cheong knew nothing of him personally, but on his being "enquired" (by whom is not stated) had him examined by another native Doctor. It is impossible to conceive anything more lax or less satisfactory.
The Emigration from Chinese Ports in Foreign ships is beyond our control. But that from Hongkong can, in whatever manner, be regulated and controlled in the manner considered best for the interests of the Colony and the Emigrants. I hesitate to suggest the measure that should be adopted to bring it more completely under supervision and within the control of the Local Government; but I would submit that the attention of the Acting Governor should be directed to the subject.
