I have to acknowledge your

of 20th inst, with a despatch from
the Officer administering the Government of Hong Kong; announcing his intention to allow a Chinese Merchant named Wohang, to "squat"
on certain unoccupied
Land at the back part of Kowloon .
2.
What is proposed
under the expression of squatting is to grant
a Licence of occupation of a certain portion of Land for 5 years,
at a small rent, to enable him to
cultivate the shrub used in flavouring
