Her Majesty's Government have had

under their consideration

your note of the 23rd

of September, in which, by

order of your Government you suggest

that some modification

should be made in

the regulations at present enforced at Hong

Kong with respect to

the Spanish mail Boats carrying the public correspondence

to and from the Philippine

Islands.
