I have the honour to transmit herewith copies of two communications which I have received, dated the 29th and 30th inst., in which the Commander of the Steamer "Magdalena" complains of the unjust and arbitrary measures to which his vessel is subjected by the officers of health.
The truth of the arguments employed by the Commander aforesaid will be apparent to Your Excellency. Is it not contrary to reason that while the vessel is declared to be in quarantine, it should be in communication with the shore through the officer of health, who goes on board and returns on shore, after having visited...
