and to accept
the suggestions of any Government; thus preventing the application of a general measure to a case
sui generis, and avoiding the grievous detriment which, without any advantage, seriously disturbs or rather
destroys, the system hitherto followed for the remittance and receipt of the correspondence of Europe with the
Islands
of Java &c
