I have laid before Lord Stanly the letter of this instant, inclosing copies of despatches from the Governor of Hong Kong, and a draft of the answer which it is proposed to return thereto on the subject of the measures to be taken for repressing Piracy in the China Seas.
I am to request that you state to Lord Clarendon, in reply, that Lord Stanley concurs in this Instruction.
