Referring to despatch 253 of the 28th March last and Y.Z's instructions conveyed in W.25 of the 6th last regarding the question of entre, ditlica, a matter as bearing on the delivery to the Chinese Govt by requisition Chinese criminals, or on the right of demanding from the Chinese Govt the surrender of British criminals, I have the honour to report the settlement arrived at on both these points.
