(Art. XVI) Chinese subject Committing crimes against British subjects / without any express limitation as to the place of commission) are to be arrested and punished by Chinese authorities
2 Art. XI.1. Chinese Criminals taking refuge in Hong Kong or in British Ships (without any express limitation as to the nature of their crime or their subsequent mode of treatment) are to be delivered up to Chinese Authorities
3 Art. XXI. British subjects Committing crimes in China to be delivered to British authorities for trial.
It will be observed that there is a kind of balanced onesidedness in these clauses.
1. Chinese authorities are not bound to deliver up British criminals taking refuge in China therefore the extradition is onesided in favor of China - This appears to be a mere omission.
2. Chinese subjects taking refuge in Hong Kong are (not) to be delivered up.
