that Sir R Alcock has touched on this point in his communications with Prince Kung-

Article XXI

The difficulties arising under its provisions are that there has been a general surrender of Chinese Criminals charged with offences committed in China.

Situated as it is, for a few pence Chinese Ruffians come down by boat from out Canton and commit robberies & even worse crimes in the Colony, then return to Chinese dominions & are safe under Chinese rule.

It is over this class of Criminals that the Hongkong Govt wishes- & is Entitled to get Jurisdiction.

I do not observe that it is the prevailing practice to demand the surrender of persons for whom a demand has been made supported by Evidence.
