The system of registration & Naturalization will be both less and more than has been asked for.
It is for the F.O to decide whether and to what extent the labours of the Consular Authorities in China are to be increased, and whether Naturalization Certificates would not be procured by Chinese who would use them as against the Colony, despite rigorous punishments awarded by the Chinese Courts of Law.
