Whatever

with the

possibility of their being subjected to torture either before

or

after their

conviction.

It may be urged

that while

we claim

for ourselves a full

measure of extradition

from the Chinese, we

should not

object to

the measure being

applied to us

except

on condition which involves great

change

in

their

established legal

procedure.

But it has been

clearly stated

that the

Chinese Authorities

did in fact

engage

not to

employ torture either

before

or after trial.

And although this

is

a

single

concession,

yet it is
