It is contemplated to appoint one or more officers provisionally employed on this station to facilitate communication with the Commanders of H.M. Ships, and they will be authorized to fly a distinctive flag by which they may be readily recognized.
In order to respond to the purchase of vessels, the Chinese Authorities should be made to understand that a British Subject is free to buy and sell his property, but that to divest her of her nationality, there are formalities required under the law of England, observance of which must be attended to prevent misunderstanding at any future time.
The Charter of such vessels should in each case be duly sanctioned by the Chief Provincial Authority, and this sanction should be formally communicated to the same.
