4. M. Gout are also of opinion that there should be a formal notification that a Port not hitherto opened is henceforth to be considered as open.
It is of course for 4. In order to consider the establishment of a Consul at that Port but until this has taken place, clearances from the Harbour Master at Hongkong from that place to Hainan should not be issued.
A copy of this despatch will be transmitted to the Col. Aff with the request that Instructions in accordance therewith may be addressed to the Govt of Hongkong.
