I have the honor to inform you that Mr. Consul at Canton has since forwarded to me a correspondence between H. P. Kwo, Commissioner of Foreign Customs at Kwangchow, and Adam Scott, Esq., of Hongkong.
The Government of Kwangtung complains of the proceedings of two British subjects, Dr. Cohen and another, who appear to have proceeded under cover of a license granted to a Chinese subject to open certain copper mines, to have gone to the district of Changsha in the island of Hainan. This being clearly in contravention of the Treaty, as no open port existing in the vicinity, the Chinese Authorities have taken necessary powers under the 9th and 47th articles of the Treaty of Tientsin to deal with the case themselves and put a stop to irregular proceedings, and to this effect the answer has been returned to the four complaints by the Consul.
Adam Scott, on the other hand, complains to the Consul of restrictions placed on foreign trade at Kiungchow in Hainan, and requests the opening of the Port of Kingshow.
