Translation

Enclosing correspondence with ref. to British Subjects resorting to the Island of Hainan for trade & other purposes.

I have the honor to enclose copy's translation of a despatch I have received from E.H. Kwo, this Province & any reply with ref: to the proceedings of 2 Brit: Subjects Mr. Caldwell & Mr. (Cohen) who having obtained possession of a Licence granted to a Chinese Subject named Lin Ting-hsu to open certain copper mines known to exist in the district of Chang-wa in the island of Hainan have proceeded there in a steam vessel called the "South Beater" for the purpose of digging the ore & disposing of it.

On receipt of the despatch I at once called upon him & told him I had no means of communicating with Kainan, pointing out to him the 47th Art. of the Treaty, reminded him that if Brit: Subjects resorted to any other than the open ports it was the duty of the Chinese Authorities to arrest & hand them over to H.B.M. Consul & seize & confiscate their property.
