You will see that Sir Cardwell, acting on the opinion of the Law Officers of the Crown, proposes to disallow the Ordinance : In that course I have entirely concurred.
You will further see that with reference to the remonstrance of the Chinese Government at Canton, Sir Cardwell considers that the subject should be dealt with by you as a whole under the instructions which you have already received from this Department.

them, beyond the expression of my earnest hope that you may succeed in prevailing on the Chinese Govt. to give to that of H.B.M. in this particular the satisfaction which you desired so strongly to press for, and which if given in some definite shape will be looked upon in this country as a proof of the desire of the Chinese Govt. to maintain the most cordial relations with the British Govt.
