It appears to Mr Cardwell that the present unsatisfactory state of the Engagements between the Government of China and the Government of this Colony has been thrown upon the possibility of ensuring humane treatment of prisoners given up, that the intercourse will be... disallowed this Ordinance, and that the treatment of the Printer should be considered the subject of rendition: in connection with the alterations of Chenin.

If Lord Clarendon concurs in this view, Mr Cardwell will so instruct the Governor of Hong Kong by the mail of 26th instant.
