In forming Reservoir embankments solidity should be aimed at throughout. Smooth or even surfaces of junction with the rock or masonry should be avoided - The concrete or earth should be formed as will lock in and impede any tendency to a crack or water suck take place between two smooth plain surfaces if there happen to be the last vent under pressure. A thick bed of mortar ought in all cases to be used (say not less than an inch thick) to bed one surface to the other, Concrete to Rock or Masonry - to Earth - or to puddle.

I do not feel competent to give any opinion on Local knowledge. The Estimates generally required for the knowledge of the works planned and will safely and well if carefully executed answer their intended purpose.

I transmit to you copy of a letter from the Liquidator of Apse & Mastermans Bank Limited applying, under the circumstances therein stated, for the payment of interest at the rate of 5 per cent on the sum of £3749:8:0 from the 20th September to 13th November, amounting to £11:16:4 which the Crown Agents consider the Estate in question is entitled to seeing that the Local Government has obtained not only repayment of originally paid for the Bills but recovered them with interest at the rate of 12 per cent per annum.
