Admiralty, to acquaint you, for the information of the Earl Parranvon that they cannot consent to place Officers of Her Majesty's Navy under the order of the Colonial Governor for Police purposes.

My Lords propose to direct the Vice Admiral to have one of Her Majesty's Gun Boats always stationed at Hong Kong, and to instruct the Officers in Command to pay all due attention to the requisitions he may receive from the Governor.

Representation should be made by the Governor for investing the Commanding Officer or some other person or board with such Magisterial functions as may be required.
