The Governor suggests the appointment of an additional member of the Executive Council, making it a fourth member. He suggests that Mr. Rennie (the Attorney General) should be the additional member, but that the appointment should not extend to him holding the office of Auditor General.

The Charter provides (Clause 4) for the appointment of Executive Councillors by Royal Instructions, and the Sovereign Instructions (Clause 18) designates three members: the Military Officer in Command, the Attorney General, and the Colonial Secretary.

Draft Additional Instructions appointing Mr. Rennie (Auditor General) to be a member of the Executive Council are proposed.
