affecting them. I now enclose a further Memorandum which I desired to be extensively posted through the town in Chinese. That memorandum explains how far the smaller class of Boats employed daily, or at least frequently for conveyance of passengers and provisions will be dealt with. To prevent unnecessary delay and render practicable the immediate relaxation, when desirable, of any restrictions in the case of Vessels well known to be law-abiding, I have passed a Resolution in Council

enabling vessels to take out Licenses, because to do so they must first find security for good conduct and chiefly thus are they likely to be known to those who are best acquainted with all their habits and are more interested than Government Officials in seeing that they commit no violation of the Law:

I may add that, although all these explanations, and the time which has elapsed since the first discussion of these Measures, have enabled me and the Officers under me to do much to allay the disquietude which every novelty creates

I may observe that it seems very expedient to increase the inducements amongst the Chinese to obey the new Laws which are about to come into force, as there is likely to be some resistance

The Ordinance passed on the 12th instant enabling the Master Attendant, with the approval of the Governor, to act promptly in all such cases.
