I have always found him a careful and regular officer.

The Shroff has been in the Office for six years and was spoken well of by my Predecessor. During my time his duties have been satisfactorily performed and I trust that His Excellency will sanction that his Salary be raised from $18 to $24 per mensem, as a mark of good Conduct among the Chinese Clerks it will be sure to meet with due promotion.

I have not thought it necessary in rearranging the Department with regard to the operation of the Registration Ordinance, to ask for the sanction of the expenditure of such a large sum of $11,826, which was estimated to meet the requirements of the Department without that increase to the Salaries of the Registrar General, and the first two clerks, which I have already mentioned.

The Gentleman whom I propose should fill the post of European Registration Clerk is Mr. Ormund, at present in the Police Magistrate's Office, who, in addition to his other qualifications as a Chinese Linguist, is a good Clerk and is quite capable of managing the Registration of Servants assisted by two Chinese Writers.
