In undertaking that task now, I am chiefly influenced by the feeling that whether eventually such duty can be adequately discharged, it is nevertheless a moral obligation on Her Majesty's Government to at least make the attempt. I do not, however, presume to say that the enclosed regulations are all sufficient - on the contrary, I anticipate that experience will enable me greatly to improve them and may probably call for further changes by future legislation. In the meantime, however, I would respectfully solicit Your Lordship's approval and support for the arrangements now made, even though only experimental, on the ground that they are the best which, after much anxious consideration, we have as yet been enabled to devise.

I strongly recommend for sanction the additions made to the Regulations Administering the state of the Revenue. And it must be obvious that the Regulations Administering will produce a positive outcome on the Revenue.
