Hence the necessity for separate Deputy Harbor Masters at each out station, with all the various books, licenses, and passes required, *under the new Ordinance. Nevertheless the work is such as may be discharged by Inspectors of Police - whom I propose to substitute for the Sergeants usually placed at those stations, giving a small increase of pay for the additional duty and responsibility thrown on them and to reconcile them to a residence in such undesirable localities.
There is likewise the obvious necessity of furnishing a good boat and crew to every Deputy Harbor Master, and supplying them with a means of locomotion for the Police by a colonial vessel such as that provided and reported in my despatch No.163 of the 30th ultimo.
It is moreover absolutely necessary to create an entirely new office of more than ordinary responsibility by appointing an Assistant Harbor Master. The latter ought evidently to be a gentleman well acquainted with Chinese habits, and the Chinese language. I have therefore appointed M. M. S. Jonnochy, one of the Interpreters, to that post.
