Trustees of the estate of Angus Fletcher to the following effect : "That this Excellency the Governor had decided to resume a portion of marine lot No.21 for the improvement of the Colony on the 10th January 187... Such portion of land his Excellency believes is between the buildings now erected on lot No 21 and the ground now occupied by the Commissariat registered in the Name of War Department, and extends from the Queen's Road to the sea.

It may here be necessary to point out what is between the two passage buildings referred to in the above notice, the space of 6 feet from the Commissariat to the Eastward is War Department grounds and therefore cannot be appropriated by the Colonial Government. There are also other important considerations by which the Major General is desirous of calling the attention of His Excellency the Governor.

The construction of a pier or landing place for the use of the Public (are doubt chiefly Chinese) being introduced nearly opposite the centre of the War Department Buildings, to the serious annoyance of the whole of the Offices belonging to the Military Departments, when offices Commissariat Building is a measure to which the Major General desires to record his very strong objection.
