I should have thought the existing regulations sufficient to prevent such conflict of rights and interests. If not I would suggest
that they be revised so as to

Their efficiency. The Military Cantonments being situated in the heart of the town and engrossing
so much of the
beach it is difficult for any extension
of their bounds in
any direction to
take place, without more or less
disturbing Colonial rights
reserved over
all leased lands adjacent to such extension. Timely notice of all such
plans should therefore be given before
their
transmission to the War
Department
as
an accurate definition
of such plans would obviate almost
all inconvenience. The enforcement
of so salutary
a
principle in future
is what I chiefly contend for, and
