This request is founded representation from the officer Commanding the Engineers that so far back as last July a communication had been addressed to the War department recommending purchase of some lots which include the ground through which the intended alignment lies to the proposed landing place.

3. His Excellency observes that Colonel Lowell states he had mentioned to the Governor before leaving for Yokohama the contemplated purchase of Fletchers and Olyphant's houses. His Excellency however cannot call to mind having ever heard thereof till long after Colonel Lovell's departure when the alterations in the Praya and the demolition of the wharf at the old Harbor Master's office rendered it essential on grounds of Public convenience that another opening should be made to the beach... this nearest attainable, was found to be that in question - and notice for resumption of the requisite ground was accordingly given.

4. His Excellency only remembers an accidental conversation with Colonel Lovell at Government House in which the Governor mentioned that possibly at some future day
