I have the honor to inclose for the consideration of the Major General Commanding the enclosed copy of the memos. which were two copies handed to me on Saturday by the Barrack Master. The land referred to is part of the Esplanade between the Commissariat and Fletcher's buildings, one half of which Esplanade is the property of the War Department.
