Colonel Zoell represents that the bored landing place and fossage, which carried out by this Government, would render abortive their intended purchase of Fletcher's lots, as a fire frequented by Chinese would expose Imperial property to theft.

Your Lordship will perceive my reply that I have to that communication vide pointed out the inconvenience of the Military, proposing changes of boundary or transmitting plans affecting the general interests of the Colony here without publicity and concurrence, and I think it advisable that the attention of the Secretary of State for War should be invited to the subject.
7. At present I have really no information whatever of the Military plans beyond their desire communicated the 10th Instant to purchase Fletcher's lots, but with what view I am unable to say. On the other hand I fear the Public right to resume the ground in question might lapse, if I were not to complete the purchase now and a glance at the enclosed Map proves how very important it is to secure communication with the Beach somewhere in the vicinity of the proposed fire.
