Mr. Mackenzie's letter to Sir Hercules Robinson, written in Ceylon, on the subject of the working and prospects of the Hongkong Mint contains, as far as I can see, no arguments to show how the success of the Mint, an object we all desire, is to be attained. It contains simply the same cautions easily refuted and a statement that is a Financial question quite apart from the consideration of the subject, a statement in which neither the Colonial Government nor the Colony can possibly concur.
