Secondly, If the adoption of the new Hong Kong Dollar could be forced, not only upon the populations of Hong Kong and the neighbouring ports, but also upon those of the Straits, where the Mexican Dollar is current. The impossibility of carrying out such a measure is palpable, and the difficulties of giving to the Mint permanent work are consequently, as far as I can see, insurmountable.
In fact all the Colony wants is a melting and assay office to be enabled to ascertain the exact fineness of the Silver which comes to this place.
