Refers Kaiser, Macdowall and Kaye in which Gentlemen expressed their opinion on the Commission of Inquiry - to the conclusions of Arthur declined to take the matter.. We offer any advice.
Personally I have but little to add to the explanations I had the honor to make on previous occasion to lay before your Excellency as to the circumstances which regulate the course of our Sterling and Indian Exchanges as well as the fluctuation of our Bullion market, a foreknowledge of which only, if possible, could enable us to prognosticate the success or otherwise of the Mint's future areas. Notwithstanding that my own ideas on some of the points dwelt upon by the Members of the Commission may not altogether agree with those concluded in the Report, and although I think that some considerations of a certain importance have been ignored, (touching for instance: the importation of Bar Silver and Silver coins from California and from South America, the financial operation of Her Majesty's Commissariat, the inter-colonial exchanges etc.) on which it might have been interesting to invite discussion as far as they bear on the question at issue, I must say that I concur in general.
