It is evident that the Colony will need some vessel in which to move the Police to the different anchorages to be appointed round the Island under the Ordinance.
It will probably often be desirable to have some sort of Craft anchored for days outside the Junks stationed at Fukwan, Aberdeen, and other places.

It would be impossible to expect the Commodore to lend a Gunboat for these multifarious duties which are essentially of a character to be discharged only by the local Police, and the Staff of the Harbour Master's Department.

Mr. Hornsett was desirous that a suitable Steamer should be purchased in England built there for the Colony, but none of these vessels would cost less than several thousands of pounds, whilst none of them would be available when most wanted, viz: at the first coming into operation of the Ordinance, which, if it becomes Law, will be in force in two months.
