willingly acceded to such petitions and caused the parties to be marked with a small broad arrow on the lobe of the left ear.

These minor criminals then receive a conditional pardon, the condition being not to return, on pain of completing their sentence here - if recognized, to which in all probability they would immediately be.

I think this System, if steadily prosecuted, will leave with the Nice Roy the future superintendence and charge of a large proportion of criminals whom it has hitherto been impossible to keep long out of Gaol here, and who generally form one third of the whole number in confinement.

It may, however, be found necessary hereafter to take the additional precaution of rendering such criminals, on returning, liable to the immediate infliction of Corporal punishment on the order of any magistrate, merely on identification of the returned Criminal.

I would further draw attention to the remarkable fact that whilst I find from returns now before me that the number of the Military on the sick list has recently risen from 70 on the 14th of last September to 166 this day, or an increase of 137 per cent, the enclosed daily report of the state of the Gaol this morning shows that of 70 Europeans not one is in Hospital, and of the Chinese and
