The extirpation of piracy and the extension of security to the well-disposed inhabitants are the most important aims of Government, and several squadrons have been fitted out by China to arrive upon various parts of the Coast, whose duty it will be to take prompt and vigorous measures for the capture of pirates wherever met with.
In so far as the exit and entry of native Junks at various points along the Coast are concerned, regulations for their registry and for surveillance have also heretofore been established by the Chinese Government, with the view of maintaining an effectual control in harmony with the local circumstances of China and suited to the convenience and availing of the trading classes.
