as to preventing any vessel sailing with Stink-pots on board. They appear almost invariably to be used as weapons of offence and not of defence, and I think a convention might be made between all the Governments interested to treat as Pirates after a certain date all vessels found with Stink-pots on board.

I am told by persons whose opinions are entitled to weight that such a prohibition might be usefully made, and I am quite willing to adopt any measure which any action in concert with your Excellency and the Chinese Authorities may regard as conducive to the suppression of Piracy.

I am satisfied that your Excellency will give most serious consideration to the subjects adverted to in this Despatch, and that I may count on your favourable disposition to assist by all means in your power the step which this Government has taken to carry out a duty which the Law imposes.
