expense incurred by this Government must in a great measure be rendered ineffective, if Piratical Craft are allowed to enter and leave anchorage at Macao, which is only a few hours sail from Hong Kong, free from any inquiry or Surveillance similar to that, which it is intended to establish here.

I must therefore make earnestly impressed on your Excellency the urgent necessity as well as the justice and expediency of establishing at Macao regulations of a similar nature to those enacted for this Port. If possible, it would be desirable that the mode of dealing with native craft should be identical in both places.
6. I am happy to say that the Chinese Government has exhibited every desire to promote the objects of recent Legislation here, and His Excellency the Tsien Tsung & Quantung had expressed his strong approval of the provisions in the inclosed Bill, before it was passed by the Legislative Council.
7. It is therefore to be hoped that before long regulations of a similar character may be established along the whole Sea Board, and certainly when we consider the object in view, it is most especially the duty of
