I am at a loss to understand how England, whose whole interests are generally concerned in defending our observations of the F.O. & indeed of the Admiralty, fallen into some confusion in the beginning of this correspondence.
Trade on the high seas should be westbound. It is in F.O. 20 geh/66, begging to another opportunity, not in the Country for Ship way or confirmation, but for the enforcement of maintaining a floating money station & pay for the waiting Ships as a Service. Not she Jan & ought to furnish so Her own interests.

The Admiralty in writing to F.O. doubted (sic) suspected that some fact of the bare and cost of Naval Force Runs should in fairness be borne by some Force in GR1178/1922/32(III).
