I have the honor to acknowledge the receipt of your despatch No. 139 of the 16th ult., and to approve the following appointments in the Police Force of Hongkong, viz.:
Balguy
Inspector of the 2nd Class from the 19th July last, at a salary of $150 per annum.
It grieves me to dispute with Balguy.
