and drawn up by Committee appointed at Public Meeting on the 28th Ultimo. I also transmitted a copy of a similar Memorial from the Unofficial Members of Council, together with the reply which I gave thereto, and laid these documents in my place in Council.
4. I pointed out in my Dispatch that both the Protest and Memorial had been unaccompanied by any reasonable proposal to replace it by other adequate means of meeting an admitted annual deficit.

In my Dispatch transmitting the Stamp Ordinance I ventured to say that the feeling here was that the weight of argument was not on the side of the "Memorialists", and judging by subsequent events I think I might have fairly concluded that in the interval between the Public Meetings held on the 19th Instant to consider my reply to the previous Memorial, a considerable change had taken place in the matter.
3. I have now the honor to report that a Public Meeting was held on the 19th Instant to consider my reply to the previous Memorial.
