We cannot but think that if the presence of a Naval armed force is necessary for protection of the Colony, it would be much better that such force should be supplied by the Government at home, on the understanding that the Colony should find the necessary funds.

If however this course cannot be pursued, and Government should be prepared to recommend to Her Majesty to sanction the establishment of a Colonial armed Marine.

We think that material alterations in the plan proposed to be carried into effect by the Act in question will be necessary. In the first place, we think it highly objectionable that the Commander of any Armed vessel having been appointed by the Governor, all the subordinate Officers should be appointed by such Commander. We think it absolutely necessary that all the Commissioned Officers should be appointed by the Governor.
