1. The general proposition, that a Nation projects jurisdiction over the sea surrounding her Coasts to the extent of three miles from the Coast line, taken as it may be, is disputable, as it has been affirmed by eminent jurists of different Countries, judicially affirmed by tribunals whose decisions are accepted as declaratory of Public and International Law, and accepted by all civilized Nations.
