On my first receiving
my appointment in 1863, as Civil Surveyor General, Sir Hercules
Robinson gave me to
understand verbally
that private practice
could not be allowed,
at all events for the
present. The
new arrangement
was a verbal
and I believe intended
to be a temporary
one.
