At this time, and it is impossible to foresee what he might be tempted to neglect the interests of the Public, if permitted to occupy any part of his time in private practice for his own benefit.

At the same time I confess that it does seem to me extremely hard to refuse him the means of doing his duty, especially as he is in a more onerous position than his predecessor who was allowed private practice, and we must in any case defray the expenses of travelling on Public business. I think it would be false economy that he should not do so, because it holds out a temptation to neglect of duty. It is Mr Wilson's duty to travel constantly over the roads, to visit the Water Works, markets, and all works in progress, to see that all drains are in order, and that houses are built in conformity with the building Ordinance, and it seems unfair that he should have to keep a horse to carry out his own business.

I never heard of a Surveyor being expected to pay all the expense of horses and coolies for such purposes.

In reference to the projected Premises at Postefulam, I have told him he must visit it when building - four or five times.
