A similar intention as to making Ordinance No.8 of this year for making further provision for Maintenance, Order, and Cleanliness, may be inferred from the tenor of my despatch No.112 of the 28th ultimo.

I am inclined, however, to think that by paragraph 12 of Section 13 of my Instructions, I am forbidden to assent to these three Ordinances without express permission, because I am not allowed to assent to "any Ordinance, whereby persons of African or Asiatic Birth may be subjected to any disabilities or restrictions to which persons of European Birth or descent are not also subjected."
The whole body of our Police Law has necessarily been framed on a different principle, as indeed it was impossible it could be otherwise, but I cannot find that previous to my appointment, any Governor here had been fettered by the distinctions above given.
