was that, if at any time the Government resumed the land, compensation should be given. I enclose a copy of the license.

The payment in question was made in January last—nearly two months before my arrival—and the explanation of all such items apart from a Mere Quarterly Return had, as I presumed, been duly made by the Colonial Secretary—who administered the Government before my arrival.

On inquiry I find the facts of the case to be these. In 1888 a license had been given to Grong Afsarm to reclaim some Government land and erect a Public Privy thereon. The condition of the license was annually renewed.

The New Harbor Master's office, situated on land reclaimed from the sea, was built in front of the Privy erected by Urong Asam. The Privy then became a nuisance and it was decided to cancel the license.

14. The Surveyor General at first proposed giving Urong Assam another piece of land, but on being valued the piece proposed to be exchanged for was found to be worth more than a fair compensation.
