futile in suggestion on that point, though subsequently, when the Bill had gone through Committee I offered to recommit that item, and we expressed my willingness to defer the final passing of the measure if the official members could suggest a material improvement.
123. One of them did not consider 1 per cent too much to put on Bank notes, and the others seemed unprepared to offer any suggestion. The Bill therefore passed in its present shape, and no alteration will be made now in the Tariff, until the Revenue, which it may yield, shall have been ascertained.
24. In anticipation of Her Majesty's Government reserving no veto on the measure, I enclose a requisition for the necessary Stamps and stamping materials. At the same time, as no one here is specially conversant with such matters, it would seem advisable that general instructions should be drawn up by an experienced officer, and some sketch given of the Rules for the conduct and accounts of the establishment necessary to carry out the Ordinance.
25. I am anxious to avoid the cost of an additional department, and as the Treasurer has apparently less to do than the Heads of most other departments, I think it quite possible to put the work under the Treasurer, augmenting his staff.
