Bouts in various directions has succeeded in making several captures of piratical vessels - whilst even the Chinese Government has lately seized two near Canton. On the whole therefore I think some progress has been made, and whenever the Colony has a gun boat attached to its service and the new "Harbour and Junk" Ordinance has been brought into full operation, we may almost look to the extinction of Piracy in these waters.
This is being done.

But I have reason to attribute the increase in a great measure to the withdrawal of the gunboat.
