competition if I was to

put up for sale licenses for keeping gambling houses - which would then be orderly instead of disorderly, and the Keepers of which would themselves be the best Police the

Government could employ - as is

proved

at Macao-

and

for all

this direct benefit to the Police

its means

and to the Colony by increasing

for detecting and suppressing Crime I could obtain nearly $200,000 annually - just as at present the Colony receives nearly $80,000 for granting a monopoly in opium.

Under Section XVII the

Governor in Council would have power

to control under certain limitations the practice of gambling as those limitations might consist in the issue of licenses it is clear that under that Section the Governor in Council might adopt a system hitherto

discountenanced by Her Majesty's

Government and derive a

revenue from the alteration.

of Council that such is the case advocating such change of system, both as a

Police and a
