The difficulty of dealing with a large Chinese Population by Police who cannot speak their Language means their is as great that it is surprising to me how the Colony has got on so long without an measure of this description The Registration of domestic Servants will I think prove a source of safety as well as of great convenience for it is well known that most of the Robberies committed in houses take place through the instrumentality of Chinese Servants, and as the latter will have to produce the list of their former employees at the back of the Certificate of Registration the character of every applicant for employment will be easily obtained.
